Student Appeal of Tax Warrant Intercept
If a student wishes to appeal the interception of a tax refund for the collection of past-due amounts owed to Oklahoma City Community College (OCCC), in accordance with Title 68, Section 205.2 of the Oklahoma Statutes, they may submit an online appeal request.
Appeal Process
- Appeals must be submitted using the Student Appeal of Tax Warrant Interception form within 60 days of the mailing date of the intercept notice sent to the student.
- The appeal submission must include:

- A typed letter explaining the extenuating circumstances and grounds for requesting an exception to the OCCC Bursar Refund Policy.
- All supporting documentation relevant to the appeal.
- Only documentation included with the original appeal form will be considered during the hearing unless the student can show that the information was not reasonably available before the hearing or that extraordinary circumstances prevented its timely submission.
Communication and Hearing
- Upon receipt of an appeal, the OCCC Bursar’s Office will typically contact the student by phone to discuss the outstanding balance and the documentation provided.
- If the Bursar is unable to reach the student, or if the student does not withdraw the appeal in writing following this discussion, an online hearing will be scheduled within 60 days of the student's written appeal request.
- Hearings are generally held on the last Monday of each month.
- The hearing panel consists of three committee members from the Admissions, Records, and Financial Aid offices.
Notice and Documentation
- The Bursar will send written notice of the hearing — detailing the date, time, and location — to the student’s last-known address on file. It is the student’s responsibility to ensure that their contact information is current.
- The hearing notice also will include a summary of the past-due amounts and the dates the debts were incurred.
Students may request copies of OCCC’s records related to the debt.
Hearing Guidelines
- The hearing is limited to determining the validity of the debt.
- The student will have up to 10 minutes to present their case, including any relevant documents and arguments.
- The panel will consider evidence from both the student and the Bursar’s Office.
Decision and Notification
- Within 10 days after the hearing, the panel will deliberate privately and issue a written decision.
- The Bursar will mail the decision to the student by certified mail, return receipt requested, within one business day of receiving it.
