The Board of Regents is the governing board for Oklahoma City Community College. Members of the Board are appointed by the Governor of the State of Oklahoma for a seven-year term or as designated.

Using the purposes set out for community colleges by Oklahoma State Statutes and the functions assigned by the Oklahoma State Regents for Higher Education, the College's Board of Regents develops the mission, vision, and priorities for the College.

Devery Youngblood
  Devery Youngblood, Board Chair

Term of office: April 22, 2015 to April 22, 2022

Academic credentials: Mr. Youngblood holds a master's degree in Public Administration from the University of Central Oklahoma and a bachelor's degree in Organizational Leadership from Southern Nazarene University.

Biography: Mr. Youngblood is Executive Director of the Oklahoma Aggregates Association, advocating for the production of the rock, sand, and gravel that starts almost all construction. His prior experience includes working with governments at the local, state, federal, and tribal levels as well being Founding President of Downtown OKC Inc. in the early days of Oklahoma City’s original MAPS Program. He is also very active on community boards throughout Oklahoma. He and his wife Karen live in Oklahoma City.

Kevin Perry
  Kevin Perry, Vice-Chair

Term of office: May 10, 2016 to April 22, 2023

Academic credentials: Mr. Perry has a Bachelor of Banking and Finance degree from Morehouse College in Atlanta, Georgia. He is also a graduate of the National Association of Broadcaster Educational Development Program and the National Association of Broadcasters Broadcast Leadership Training Program.

Biography: Mr. Perry is the President/CEO of Perry Publishing and Broadcasting Company based out of Oklahoma City. Perry Publishing and Broadcasting Company is comprised of 20 radio stations throughout the United States, i.e., Oklahoma, Arkansas, Georgia and South Carolina, and a statewide Oklahoma newspaper, The Black Chronicle. He, his wife and their two sons reside in Edmond.

Christie Burgin
  Christie Burgin, Secretary

Term of office: April 22, 2014 to April 22, 2021

Academic credentials: Dr. Burgin holds a Ph.D. and a master’s degree in Biostatistics from The University of Oklahoma Health Sciences Center and a bachelor’s degree in Medical Technology from East Central Oklahoma State University.

Biography: Dr. Christie Burgin is the Firm Administrator for T.C. Burgin, CPA, PC. She joined the firm in 2004 assuming the duties of staff management, overseeing client needs, and workflow management. From 1999 to 2004, she was president and co-owner of Applied Research Consultants, Inc., a biostatistical consulting firm. Prior to returning to graduate school, she worked as a medical technologist in medical laboratories specializing in hematology and chemistry. She and her husband reside in Oklahoma City.

David Echols
  David Echols

Term of office: May 3, 2017 to April 22, 2024

Academic Credentials: In 1972, Mr. Echols graduated Phi Beta Kappa from the University of Oklahoma, with a Bachelor of Arts, with distinction. He received a Juris Doctorate from Oklahoma City University in 1978.

Biography: Mr. Echols is the co-founder of Echols and Associates and has practiced law in South Oklahoma City for 39 years, limiting his practice to all aspects of Family Law. He is a Fellow in the American Academy of Matrimonial Lawyers and has been an AV rated attorney by Martindale Hubbell for more than twenty years. Mr. Echols is an Adjunct Law Professor at Oklahoma City University School of Law, where he teaches “Family Law,” and he formerly taught “Family Law and Public Policy” to graduate and undergraduate students at the University of Central Oklahoma. He frequently teaches and lectures on the topic of Family Law to Oklahoma attorneys. He is activity involved in South Oklahoma City community activities, and is on the Board of Directors of Parent Promise, the Oklahoma Chapter of Prevent Child Abuse America.

Jalal Farzaneh
  Jalal Farzaneh

Term of office: April 23, 2020 – April 22, 2027

Academic credentials: Mr. Farzaneh received his Bachelor's of Science with Distinction in Environmental Design in 1981, and his Master's of Architecture in 1984, both from The University of Oklahoma.

Biography: Mr. Farzaneh moved to Oklahoma in 1978 to attend the University of Oklahoma. After receiving his bachelor’s degree, he and his brother Mohammad co-founded Home Creations, now one of the largest home builders in Oklahoma. Mr. Farzaneh is an advocate of peace, equality, and coexistence through the mutual understanding of faith and diversity. In addition to the extensive philanthropic work he has been involved in, Mr. Farzaneh is the recipient of the Beacon Award, the Oklahoma City Humanitarian Award for Community and Justice, the "Door Opener" award from the Aztec Charter School, the University of Oklahoma’s board of regents "Outstanding Alumni Award", Interfaith Alliance Humanitarian Award, the Oklahoma Conference of Churches " Community Service Award, holds an Honorary Doctorate degree from the University of Oklahoma, and the 2018 honoree of “The Most Admired CEO”. Mr. Farzaneh and his brother endowed several professorships and scholarships at the University of Oklahoma, Oklahoma State University, Oklahoma City University, and the University of Central Oklahoma. Mr. Farzaneh has been married to his wife Azam for over 40 years and they have two sons and three grandchildren.

Raúl Font
  Raúl Font

Term of office: September 26, 2019 to April 22, 2025

Academic credentials: Dr. Font holds a bachelor’s degree in English (Linguistics) from the University of Mayaguez in Puerto Rico, a master’s degree in Bilingual Education/English as a Second Language from Central State University in Edmond, Oklahoma, and a doctorate in Education Administration, Curriculum, and Supervision from The University of Oklahoma in Norman, Oklahoma. He holds the highest school administration credentials in Texas and Oklahoma.

Biography: Dr. Raúl Font is currently the President of the Latino Community Development Agency; a social, educational, and health organization that takes great care in ensuring the wellbeing of the community they serve. Previously, he dedicated 41 years to the education profession as a K-12 teacher, school building administrator, central office bureaucrat, and State Department of Education Director. He also taught masters and doctoral-level courses at several Oklahoma and Texas Universities. Dr. Font resides in south Oklahoma City with his wife, Reyna, and two of his five children.

James R White
  James R. White

Term of office: April 23, 2019 to April 22, 2026

Academic credentials: Reverend White received his master’s degree in Divinity from Southwestern Baptist Theological Seminary in Fort Worth, Texas, and his bachelor’s degree in History from Oklahoma Baptist University in Shawnee, Oklahoma.

Biography: Reverend White is retired and was appointed by Governor Brad Henry in 2005 to serve a seven-year term ending in 2012. Governor Mary Fallin reappointed him to another seven-year term ending April 22, 2019. He served as pastor of Capitol Hill Baptist Church for 31 years before retiring in 2005. He and his wife Willa reside in Oklahoma City.
